Such a jacket showes status and authority, not really the kind of words that run through my mind when I see (or hear) luffy >_________>
He's perfect the way he is, he wears the title captain but he isn't above his crew (Heck he's below them <___<) so he doesn't need a cape to distinguish himself from them...Imo.

He doesn't need the jacket at the moment, he already looks totally badass with the vest.
Of course, after he becomes the pirate king, gets older, his looks mature, he might look pretty sweet in one. But not at the moment, of course, just when he gets as big as roger and everyone else.
