well. its all circumstances here. enel can and probably would beat everybody except luffy because luffy is a rubberman... croc is also incredibly strong, and it would take a very lucky person to realize his weakness. to beat lucci you need somebody incredibly strong, etc etc etc. luffy's just lucky in that he has the required things to defeat all his enemies.

If you hit him with fire, it wouldn't pass through like a fist, as fire is a nonphysical thing. Same thing goes with other nonphysical things, such as explosions. He may have an upper hand, but he's still not as good as others. Luffy didn't beat him just because he was rubber, but because he was a skilled fighter. Ener still has mantra, and Luffy was able to beat that, it didn't matter that he was rubber, that was just a factor(plus, the golden orb wasn't rubber either, and it still hurt him).

Eneru is what Enel is called in Japanese.

I think Enel could beat Crocodile, remember how he melted gold to hurt Luffy? He could cover Crocodile in molten metal. And sand, composed of silicon, melts.
So Enel melts Crocodile to win.
