Buggy vs Kuro. What's Kuro going to do? Chop him up?

Kuro vs Don Krieg. Kuro's too fast, and can easily chop up rocks. Cutting Krieg's armor or cutting Krieg's face works well.

Don Krieg vs Arlong. I can't see Arlong surviving a massive amount of bullets.

Arlong vs Crocodile. Water vs Crocodile?

Crocodile vs Enel. Sand doesn't conduct electricity.

Enel vs Foxy. Duh.

Foxy vs Lucci. A long shot, but Lucci typically doesn't move much until he decides he wants to, long enough for Foxy to use Noro Noro Beam.

lucci would beat foxy. foxy's not as smart as he looks, he just looked smart in luffy's fight cuz luffy is an even bigger dumbass. remember the disguises? lucci wouldn't fall for that. and lucci would move out of the wave of noro. hes fast. foxy would lose. all the others you said sound plausible tho.

Crocodile vs. Enel - Sand does not conduct electricity, but sand also does not harm electricity, while a strong enough electrical current can produce enough heat to turn sand into glass.

And... like you said, Foxy vs. Lucci is a long shot, a REALLY long shot.

Noro Noro = long distance attack that only requires to hit the opponent, not damage them.
